mGPU, if you are talking about mulit-gpu, that is only for DX12. They still can do work in DX11 and prior which will still be based mostly on driver improvements.
Also there still could be better optimization for mGPU even in the driver for DX12 as well, so while the bulk of it would be on the developer there would still be some on the gpu vendor as well

Only took 3 or 4 years to fix that "bug" (introduced intentionally when they tried to force GFE on us).
